The problem is that when the bureaucrats put up too many road-blocks, people just take another road.
For instance, I know one guy here who wants to do commercial FPV but right now, that's pretty much illegal so he's going to take still photos for his customers from the ground -- and charge them. He's then going to do some "recreational FPV" flying and he'll also *give* his customers a free set of video files that were obtained while he was doing this "recreational FPV" flying during his lunch hour.
Technically -- he'd be within the law -- but we all know this is just dodging the roadblocks.
When the laws become too restrictive, they fail totally because people ignore them. It's far better to come up with laws that provide a measure of safety and control but don't drive people to side-step them because that defeats the whole purpose.
Hence the need for the FPV community to be pro-active and show that they're capable of establishing their own code of practice and operational framework of rules.
