Do stronger Mw Video TX swamp lower powered Video TX's

Matt again, a quick question for any one who know...
Does some using a 600Mw transmitter affect the performance on some one using a 25Mw transmitter, assuming they are on totally different channels or 50hz apart if so why....
Just another internet confusion i would like to clear up....
