Vibration and speed problems when rotating at very small ang

Hello. I tried a few serial servo motors recently. I have noticed that when the motors are asked to turn by a large angle, say from 0 to 25 degrees, they turn normally at a high speed. However, when I asked the motors to move continuously from 0 to 25 degrees again but in steps of 1 or 2 or less than 1 degree, they turned very slowly and for some motors, they even vibrated badly. What are the causes for the slow speed and vibration? What can I do to solve these issues? Does that mean they are bad motors or is this normal/common? The motor encoders are all 10 bit. The on-board controllers use the PID method. The motors are controlled directly from a PC. Thank you.
