Yea they are but use the Xerun on road system http://www.rcmart.com/hobbywing-xerun120asd-v21bu-xerun-120a-brushless-p-32690.html?cPath=1548_1021 with on of these motors http://www.rcmart.com/hobbywing-xerun135t-motor-p-33220.html?cPath=1547_946 and only the motor needs to be ROAR approved and these ones are. As for your other question is it on or offroad?
